Yes it is but there are 2 important factors to be considered before you start first are your existing ones solid if not you will be putting new tiles onto a unstable surface therefore your new tiles will eventually come loose,should your floor be solid then its a simple job of applying (with a Roller/brush have a sponge ready to wipe down any flicks to walls or skirting area's)an aggregate primer the best one on the market is Mapei's Ecoprim grip once this has dried usually overnight but in colder weather this can that few days you can tile over old tiles.

Don’t use your finger as temptation is to lick it to get it wet , there are plenty of silicone or caulk forming tools on the market, also you can liven up old grout by lightly rubbing folded over sandpaper over grout joint , don’t forget to reseal after sanding
